A key role in this process is played by Huione, a company known as "Huiwang," which effectively functions as an underground central bank. Through it, USDT is converted into cash dollars and back, providing fast and anonymous liquidity.
This is critical for gray market participants, as using large crypto exchanges with KYC (know your customer) procedures and bank transfers creates the risk of blocking and investigations. Therefore, Huione provides the necessary anonymity and speed, making it attractive to those operating outside the legal framework.
Parallel Financial Reality
An anonymous expert also noted that Telegram and USDT have become the foundation of a parallel financial reality existing outside the legal framework. All transactions, from settlements between fraudulent groups to large cash transactions, are coordinated through messaging apps. Within the Huione ecosystem, USDT transfers are instant and commission-free, and fees are charged only for cash withdrawals. This makes these channels more efficient than legal international transfers.

However, in early December, the system faced serious stress. Amid sanctions pressure and the closure of Huione's brick-and-mortar stores in Cambodia, panic erupted.
